Winslow is a blue rat with a big human nose. He's been looking after CatDog ever since they were a KittenPuppy. He likes Dog, but he also seems to get a kick out making Cat miserable, then laughing at him. However, when Cat manages to get back at him, he is highly unforgiving, though he eventually gets over it. Winslow's like an annoying old man that way, but he certainly doesn't act old. He doesn't even act mature!
This isn't to say that Winslow is a bad guy. He really does care about CatDog, but he seems to have an odd way of showing it. When he's mean to Cat, sometimes it's to teach him a lesson about acting better. A good example of this can be seen in the diary episode, where Winslow blackmails Cat into becoming his personal servant when he caught Cat reading Dog's diary! Of course, he takes it too far, but Cat certainly learned his lesson, even 'fessing up to Dog. Winslow often pulls pranks as well as teasing and mind games. In the short titled "Fetch," Winslow gets Dog so fixated on a tennis ball that when he throws it, poor Cat is dragged along for an extremely long and painful ride! "Heh-heh! I love fetch." But not even Dog is immune to Winslow's bullying. He can sometimes get caught in whatever torture Cat is being put through, though this is likely not Winslow's intention.
Winslow likes to take over CatDog's home whenever the two go out somewhere. Sometimes he takes extra-long baths in CatDog's tub. Sometimes he turns it into his personal entertainment center. On one occasion, he sold Cat's worldly possessions in a yard sale. Another time, he sold tickets to a pay-per-view program that Cat paid for, and the ticket-buyers ended up wrecking the house, to the point where it caught on fire! Of course, the latter was because Cat didn't invite Winslow to watch the program. That wasn't the only time Cat and Winslow were in that kind of situation, though: Cat was holding a party and didn't invite Winslow, so Winslow one-upped him by holding the party of the century! Of course, this eventually got the house wrecked again. :P
Winslow is proud of being such a meanie. He even competes with a fellow rat and con-artist named Sadie Linkletter to show off his skills... but she's just as good as he is when it comes to cracking insults and pulling harmful stunts. They fell in love for a while, but Sadie stayed true to her roots and conned him. She took all of his stuff, and in return, left him a heart-shaped cookie. Winslow's angry and heartbroken by this, but he keeps the cookie in his own personal love-shrine to Sadie. CatDog set Winslow up with Sadie in the first place, in the hopes that he'd leave them alone. Too bad that didn't work out! Where would the fun in that be? Heh-heh!According to CatDog's First Fan Site, the real reason Winslow is so mean to CatDog is because he's jealous of how close they are ("My sarcasm is a mask for my pain," he says). He longs to have someone to be equally close with, or even more so. This becomes evident to me in two instances: (A) he cried an ocean when Sadie left him, (B) in the movie when CatDog announces to him that they're moving in with their parents, and he cries about that, and (C) when CatDog takes an impromptu vacation without telling anyone, Winslow, thinking they're gone for good, winds up missing them terribly. That's certainly enough proof, and it makes perfect sense-- those who give people problems usually have issues of their own, so they take it out on the rest of the world rather than deal with it. Poor Winslow... kind of makes you feel sorry for the little blue pain in the neck.
One last quick bit of info on Winslow: it's easy for one to speculate that he might be of Scottish descent. For starters, his overalls are green with red stripes in a sort of tartan-like pattern. He is also seen in one episode shopping in the grocery store for "Haggis Bits." In the CatDog TV movie, "The Great Parent Mystery," Winslow is seen wearing a kilt, a matching Scotsman-style hat, and a fake beard. These may be totally coincidental for all we know, but considering the total enigma Winslow is, and how much of his life he keeps private, you really never know.
