A cartoony personification of Ben Stein's gloomy, monotone voice, nothing seems to make Mr. Sunshine happy or excited about anything. He's completely bored with life, even to the point where he'll fall asleep in the middle of some important task. He's also negative and depressing. You could say that Sunshine is to "CatDog" as Eeyore is to "Winnie the Pooh." In fact, the only things that make him anywhere near happy is disco (which he says "will never die") and bowling, and the only thing that makes him laugh is a mime.
Sunshine works as a sanitation engineer-- that is, he drives the Nearburg garbage truck, which Dog has been known to chase. He has been working this job ever since CatDog was a KittenPuppy, so it's safe to say that he's much older than they are. His relationship with the feline-canine duo is uncertain: at times he will help them with their-- ahem, that is to say, Cat's-- latest hairbrained scheme, and at other times he will coolly insult them from afar. Two examples of the latter: (1.) When CatDog gets a flea belt, he tells them it looks funny, and then walks away like he said nothing wrong. (2.) When CatDog wants to play basketball with him and some other players, he pretty much blows the two of them off-- and with a nasty smirk on his face, even!
Mr. Sunshine's species is indeterminable, but some have agreed that he may be, in fact, a sloth-like creature, evidence of which is provided in Peter Hannan's early drawings of the character. Aside from garbage man, he's also worked numerous other jobs, such as a magician, waiter, etc.
